Cardassian officer and old rival of Garak who tried to use him to eliminate a group of dissidents hiding on Deep Space Nine.
Gul Toran is a Cardassian officer and a former rival of Elim Garak. When the dissident professor Natima Lang and her students Hogue and Rekelen are detained on Deep Space Nine, Toran offers Garak a way home: if Garak kills the prisoners, his exile will end and he may return to Cardassia.
The offer is a lie. Toran only wanted Garak to lead him to the fugitives, and he confronts the group at their ship intending to finish the job himself. Garak shoots him and allows Lang and her students to escape, giving up his promised return in the process.
