Gath was the Sikarian leader who welcomed Voyager with lavish hospitality but refused to share his people's trajector technology.
Gath was a leader of the Sikarians, a hedonistic people who prized pleasure and new stories above almost everything else. He greeted Voyager warmly, invited the crew to enjoy shore leave on his world and was clearly charmed by Captain Janeway.
In Prime Factors, Janeway asked Gath whether the Sikarian trajector, a teleporter that could cross tens of thousands of light-years, might send Voyager closer to home. Gath cited laws forbidding the sharing of technology and promised to put Janeway's offer of the ship's literary library to the other leaders, but he never intended to agree and finally ordered Voyager to leave.
