Garvin is the magistrate of a village on Barkon IV, a world whose people live in a society similar to Renaissance Europe. When Data wanders into the village carrying the radioactive fragments of a probe, Garvin and his daughter Gia take him in.
In Thine Own Self, Garvin sees the bright metal fragments as goods to sell and does not realize that they are making the villagers sick. Data develops an antidote and gives it to Garvin and Gia first. After Data seems to die, they bury him along with the fragments.
