The friendly hero of The Adventures of Flotter, a children's holodeck program that Naomi Wildman loved and that Neelix used to comfort her.
Flotter is the title character of The Adventures of Flotter, a holographic fairy tale run on Voyager's holodeck for young Naomi Wildman. In Once Upon a Time, Neelix keeps Naomi occupied with the program while her mother is trapped with Tom Paris and Tuvok aboard the Delta Flyer, which has crashed on a planetoid during an ion storm.
When Naomi learns how much danger her mother is in, she retreats into Flotter's world, and it is there that Neelix tells her how he lost his own family. After Voyager rescues the away team and Samantha Wildman recovers, mother and daughter enjoy the program together with Neelix.
