A Bajoran cleric who once taught Kira Nerys and later lures her to Dukat's Pah-wraith cult on Empok Nor.
Vedek Fala is a Bajoran cleric who taught Kira Nerys when she was a child. In Covenant, he visits her and gives her a gift that is secretly a transponder, beaming her to Empok Nor, where he and about fifty other Bajorans follow Dukat as the leader of a cult devoted to the Pah-wraiths.
When Kira exposes Dukat's plan for a mass suicide in which he would not truly die, the believers turn against him. Fala still swallows his pill, explaining his choice in a single word, faith.
