A United Earth officer who first met Discovery as a defense force captain and later joined Tarka's scheme during first contact with Species 10-C.
Ndoye was a captain in the United Earth Defense Force when Discovery reached Earth in 3189, at a time when Earth had left the Federation. She was guarding the planet against dilithium raiders, and after a tense standoff she and the raiders' leader, Wen, realized they could help each other instead of fighting.
As an Earth general she later joined the diplomatic delegation sent to Species 10-C. Fearing for Earth, she was persuaded by Cleveland Booker to help Ruon Tarka escape and reach the anomaly's power source, but when the plan endangered everyone she made amends by ramming Book's ship with a shuttle, killing Tarka.
