The chief of the Yangs on Omega IV, whose people preserve a garbled version of the United States Constitution as holy writ.
Cloud William leads the Yangs, the nomadic warriors of Omega IV, who have long been at war with the Kohms. In The Omega Glory the Yangs overrun the village where the rogue starship captain Ronald Tracey has been helping the Kohms, and take Kirk and Spock prisoner.
The Yangs revere sacred words they no longer fully understand. When Cloud William recites them in a corrupted form, Kirk recognises the Preamble to the United States Constitution and reads it aloud, persuading him that the words apply to everyone, Kohms included. He was played by Morgan Woodward.
