The leader of the villagers on Neural who accepts Klingon firearms, upsetting the balance with the hill people.
Apella is the leader of the villagers on Neural in A Private Little War. When Kirk returns to the planet, he discovers that Apella's people have been receiving flintlock rifles from the Klingons, giving them an advantage over the hill people led by Tyree.
Apella works with the Klingon Krell, who encourages him to expand the villagers' control. His alliance draws in Tyree's wife Nona, who is killed in the conflict, and pushes Kirk to supply the hill people with similar weapons. He was played by Arthur Bernard.
