A senior Starfleet admiral who frequently challenged Picard.
Alynna Nechayev is a senior Starfleet admiral who appears in several episodes of The Next Generation and one of Deep Space Nine, played by Natalija Nogulich. She is brisk and demanding, and she often brings Captain Picard orders he finds hard to accept.
In Chain of Command she sends Picard on a covert mission into Cardassian space and gives command of the Enterprise to Captain Jellico. She later rebukes Picard for letting the Borg drone Hugh go free and orders him to destroy the Borg if he has the chance, and in Journey's End she presses him to relocate Native American settlers from a world being ceded to Cardassia. In Preemptive Strike she approves the plan to send Ro Laren undercover with the Maquis.
On Deep Space Nine she appears in The Maquis, Part II, dealing with the growing Maquis problem alongside Commander Sisko. She represents the hard political side of Starfleet command.
