The headquarters and senior leadership of Starfleet, which directs ships and stations from San Francisco.
Starfleet Command is the central authority of Starfleet, made up of its admirals and staff and based at Starfleet Headquarters in San Francisco. It assigns ships to missions, issues orders across Federation space and briefs captains on threats posed by hostile powers.
Admirals speaking for Starfleet Command appear throughout the franchise, including Alynna Nechayev in The Next Generation and William Ross, who directs Federation strategy in the Dominion War on Deep Space Nine. Its orders often set the stakes of an episode, and captains sometimes defy them.
