Paradise City is the principal settlement on Nimbus III, a desert planet designated by the Federation, the Klingons and the Romulans as a place of galactic peace. By the time of Star Trek V: The Final Frontier, it is a dusty frontier town full of the discontented settlers that the experiment has failed.
Sybok and his followers seize the town and take the three envoys hostage there to lure a starship. Kirk leads a landing party into Paradise City to rescue them, but the operation goes wrong, and Sybok seizes the Enterprise.
