Ornara is a planet whose people believed they needed felicium from Brekka to survive a long-cured plague.
Ornara is one of two inhabited planets in a star system visited in Symbiosis. Generations earlier its people suffered a plague, and they came to depend on felicium, a drug produced on the neighbouring planet Brekka, which they paid for with goods carried by their ageing freighters.
Dr. Crusher discovered that the plague had ended long ago and that felicium was actually a narcotic keeping the Ornarans addicted. Picard decided not to repair their failing freighters, which would leave the Ornarans unable to keep buying the drug and force an end to the dependency.
