The Kendra Valley on Bajor was the site of a massacre during the Cardassian occupation. Forty-three members of the resistance, among them the son of Kai Opaka, were killed after someone revealed their hiding place to the Cardassians.
In The Collaborator, the exiled collaborator Kubus Oak tells Vedek Winn that Bareil was the informer, a claim Winn uses during the election for kai. Kira later learns the truth: Opaka herself gave up the rebels to save many villages from reprisal, and Bareil had taken the blame to protect her memory.
