The legislature of the United Federation of Planets, made up of councillors representing its member worlds.
The Federation Council is the legislative body of the United Federation of Planets, with councillors drawn from the member worlds. It debates policy, admits new members and oversees matters of interstellar law, while the Federation President serves as head of government and presides over its sessions.
The council appears most memorably in Star Trek IV: The Voyage Home, when James T. Kirk and his officers stand before it to answer charges arising from their actions in the previous films. Later series refer to it often as the authority behind treaties, admissions and major decisions affecting Starfleet.
