The leader of survivors on a devastated planet who blamed humans for their catastrophe, held a Voyager away team hostage and killed Joe Carey.
Verin leads a group of survivors on the planet in Friendship One, whose world has been ruined by a nuclear winter after misusing knowledge from the Earth probe Friendship 1. Believing humans caused the disaster and that Voyager has come to conquer them, his people capture Tom Paris, Neelix and Lieutenant Joe Carey.
Verin demands that Voyager evacuate his people, and when Janeway offers supplies for a hostage's release, he kills Carey as the transporter beam starts. The crew infiltrates his base and frees the others, and Otrin takes over from him.
