A general whose ship was trapped in a starless void, who preyed on other ships and opposed Janeway's alliance for survival.
General Valen commands one of the many ships trapped in an empty region of space in The Void, where vessels survive by raiding one another. He contacts Voyager after it arrives and offers help in return for photon torpedoes, which Janeway refuses.
When the crew later finds damage caused by his species on a ship they track, they force Valen to return part of their stolen supplies. He then plots with Bosaal to form a rival alliance and attack Janeway's coalition, but the attack fails when Fantome's species disable the attackers' ships.
