A Romulan officer who gave up his career to oversee a secret camp where Klingons captured at Khitomer lived alongside Romulans.
Tokath is the Romulan who runs a remote prison compound housing Klingons taken prisoner at Khitomer. Rather than execute them, he renounced his military career and built a peaceful community there, eventually marrying a Klingon woman, Gi'ral.
In Birthright, Part II, Tokath sees Worf's efforts to teach the colony's young people about their heritage as a threat to the fragile peace he has created. He offers Worf a choice between accepting their rules and death. When the young Klingons stand with Worf at his execution, Tokath relents and lets them leave.
