Sobi was a Brekkan official who knowingly kept the Ornarans dependent on felicium so his own planet could prosper.
Sobi was one of two Brekkans rescued with the Ornaran freighter crew in Symbiosis. With his colleague Langor he insisted that the felicium on board still belonged to Brekka because the Ornarans' payment had been lost, though he offered a few doses as a goodwill gesture.
It emerged that the Brekkans knew the plague had been cured long ago and that felicium was a narcotic, and they kept selling it because their economy depended on it. Picard's refusal to repair the Ornaran ships threatened the arrangement Sobi had protected. Judson Scott played him.
