A Hekaran scientist who, with his sister Serova, warned that warp drive was harming space near their homeworld.
Rabal is a scientist from Hekaras II and the brother of Serova. Together they studied the corridor of navigable space around their world and found evidence that sustained warp travel was weakening subspace. Frustrated by the Federation's inaction, they used mines disguised as buoys to disable ships.
In Force of Nature, Rabal comes aboard the Enterprise to make his case, while Serova takes more desperate measures. After her death creates a rift that confirms their theory, Rabal survives to see the Federation impose limits on warp speed.
