The leader of the New Essentialists, a movement that tries to drive vacationers from Risa to prove the Federation has grown soft.
Pascal Fullerton leads the New Essentialists, a group that wants to restore what it sees as the Federation's moral traditions, in Let He Who Is Without Sin.... He argues that Risa's devotion to pleasure shows the Federation has grown weak and defenseless.
Fullerton recruits a jealous Worf, and together they sabotage the planet's weather control grid to cut short the vacation season. Fullerton then goes further and uses the device to trigger earthquakes, until Worf turns on him and forces him to stop. He was played by Vaughn Armstrong.
