A scientist on a planet devastated by misused knowledge from the Earth probe Friendship 1, who helped Voyager rescue its captured crew.
Otrin is one of the few survivors of a nuclear winter on the planet Voyager visits in Friendship One, while searching for the old Earth probe Friendship 1. He explains that some of his people misused the antimatter knowledge the probe carried, causing a containment failure that devastated their world.
After Seven of Nine cures his radiation poisoning with nanoprobes, proving her plan to heal the planet, Otrin helps the crew rescue Tom Paris and Neelix from Verin's group. He then takes over leadership of his people and agrees to Voyager's plan to restore the planet.
