A Bajoran rebel leader, scarred by Cardassian torture, who was wrongly blamed for an attack on a Federation colony.
Orta is the leader of a Bajoran resistance group fighting the Cardassian occupation of his homeworld. Years of struggle and torture at Cardassian hands have left him disfigured but unbroken.
In Ensign Ro, Starfleet blames Orta for an attack on the Solarion IV settlement and asks Picard to bring him in. When the Enterprise away team meets him, Orta insists that his group lacks the ships for such an attack and had nothing to do with it. Picard believes him, and the truth points to a Cardassian plot designed to turn the Federation against the Bajoran rebels.
