Neral is a proconsul in the Romulan government. Spock comes to believe that Neral is open to talks about the reunification of the Romulan and Vulcan peoples, and Neral publicly encourages that hope.
In Unification, Part II, Neral's support turns out to be part of a deception. Working with Sela, he planned to send stolen Vulcan ships carrying Romulan troops to Vulcan under the guise of a peace envoy. Picard, Data and Spock expose the scheme before it can succeed.
