Makbar is the Chief Archon, the presiding judge, at the trial of Miles O'Brien in Tribunal. Under Cardassian law the verdict and sentence are fixed before the proceedings begin, and the trial exists to display the state's justice to the public, so O'Brien is declared guilty of aiding the Maquis before he even learns the charges.
Makbar rejects the evidence that Odo tries to introduce on O'Brien's behalf. When Sisko arrives with the Cardassian agent who had impersonated Raymond Boone, she ends the proceedings and releases O'Brien rather than see the scheme exposed. Caroline Lagerfelt played the role.
