Krola is the minister of security on Malcor III and a firm opponent of contact with aliens. He fears that knowledge of the Federation will destabilize his society and undermine the authority of its leaders.
In First Contact, Krola tries to turn Riker's capture into proof of hostile intent. He takes Riker's phaser and shoots himself with it, hoping to frame the visitor as a murderer. The weapon was only set to stun, and his scheme instead helps convince Chancellor Durken that the time for contact has not come.
