Kovat is the conservator assigned to O'Brien when the chief is arrested and put on trial on Cardassia Prime in Tribunal. In the Cardassian system the verdict is decided before the trial begins, and Kovat's task is to have the accused confess and show the people that justice is being done, not to win an acquittal.
When Odo uses a legal technicality to join the defense and tries to introduce evidence that the case against O'Brien was fabricated, the court refuses to hear it. The trial ends abruptly when Sisko arrives with proof of the frame. Fritz Weaver played the role.
