The Starfleet admiral who bluntly refused Jean-Luc Picard's request for a ship to save Soji.
Admiral Kirsten Clancy was a senior Starfleet officer serving as Commander-in-Chief in 2399. When Jean-Luc Picard, retired and in failing health, came to her asking for a ship and crew to find Data's synthetic daughter Soji, she dismissed him angrily and refused.
Clancy then referred the matter to Starfleet Security chief Commodore Oh, unaware that Oh was secretly a Zhat Vash operative working to destroy synthetic life. She was played by Ann Magnuson.
