A respected elder in a Bajoran refugee camp who helped Ro Laren and Picard find the rebel Orta.
Keeve Falor is a Bajoran living in one of the bleak refugee camps that his people were forced into after the Cardassians annexed their world. He is a dignified figure enduring the poverty and hunger of camp life.
In Ensign Ro, Ro Laren brings Picard to Keeve to seek a way of contacting Orta. Keeve is bitter about the Federation's reluctance to help Bajor, but he eventually agrees to pass on Picard's request for a meeting. His camp gives Picard a first-hand view of the suffering of Bajoran refugees.
