General Gosis commands forces in one of the factions of a pre-warp society on the edge of war. In The Communicator his troops find the communicator Malcolm Reed left behind and then capture Archer and Reed when they return to retrieve it.
Finding their physiology unlike his own people's, Gosis accepts their story that they are genetically altered agents of a rival power called the Alliance. He orders them hanged so that their bodies can be studied, and they are saved at the last moment by a rescue in a captured Suliban cell ship.
