Gosheven was the proud leader of the human colony on Tau Cygna V, who refused to evacuate even as the Sheliak threatened to wipe it out.
Gosheven led the human colony on Tau Cygna V in The Ensigns of Command. Under a treaty the planet belonged to the Sheliak, who demanded the colonists leave within days or be exterminated, and Data was sent to the surface to organise the evacuation.
Gosheven refused, pointing to the colony's aqueduct as proof that his people could overcome any hardship. He even disabled Data at one point. When Data destroyed the aqueduct with a phaser to show what they would face, Gosheven finally gave in and agreed to leave. Grainger Hines played him.
