Dunbar worked for Henry Starling in 1996 Los Angeles and was sent to silence the astronomer Rain Robinson.
Dunbar was an employee of Henry Starling, the founder of Chronowerx Industries, who had built his fortune on technology salvaged from a crashed 29th-century timeship. Dunbar handled the jobs Starling could not be seen doing himself.
In Future's End, after Rain Robinson detected Voyager in orbit and tried to contact it, Starling dispatched Dunbar to kill her. Tom Paris and Tuvok arrived in time to protect Robinson, and Dunbar's attempt drew the Voyager crew deeper into the effort to stop Starling from launching the timeship and causing a disaster in the future.
