The governor of the Elba II asylum, imprisoned and impersonated by Garth of Izar in Whom Gods Destroy.
Donald Cory is the governor of the Federation asylum on Elba II. In Whom Gods Destroy, Kirk and Spock are greeted by a man who appears to be Cory, but who is in fact Garth of Izar, an inmate who has learned to change his shape.
The real Cory has been locked up and tortured. Garth tries to use him and Kirk to get the codes needed to take control of the Enterprise. Once Garth is subdued, Cory resumes control and Garth begins treatment with the new drug. He was played by Keye Luke.
