Vorta who represented the Dominion in a simulated peace treaty and oversaw the Founders' test of how the Federation would respond to them.
Borath is a Vorta who appears in The Search, Part II. While Odo stays with his people on their homeworld, Sisko and the others find themselves back at Deep Space Nine, where Borath acts as the Dominion's representative as the Federation signs a treaty surrendering control of the Bajoran sector.
These events prove to be an elaborate simulation in which the Founders tested how Sisko's crew would react to an invasion. Borath oversees the experiment, and when it ends Odo demands the release of his friends, who return home knowing the Dominion is a real threat.
