A Starfleet lieutenant on Deep Space Nine who manipulates the wormhole for Admiral Leyton to fake an approaching Dominion fleet.
Lieutenant Arriaga is a Starfleet officer assigned to Deep Space Nine who secretly serves Admiral Leyton's conspiracy in Homefront and Paradise Lost. At Leyton's direction he triggers the wormhole to make it seem that a cloaked Dominion fleet is heading for Earth, feeding the panic that justifies martial law.
Kira uncovers his role, and the Defiant sets out to bring him to Earth so he can confess. Leyton tries to stop the ship before Arriaga's testimony can reach the president.
