A Starfleet Research admiral who tried to remove Data's android daughter Lal from the Enterprise-D for study.
Admiral Anthony Haftel worked with Starfleet Research. In The Offspring he came aboard the Enterprise-D after learning that Data had built a new android, Lal. Haftel argued that she should be taken to a research facility, while Picard and Data maintained that Lal was Data's child and that he had the right to raise her.
While Haftel was interviewing Lal, she suffered a cascade failure in her positronic brain. Haftel joined Data in the lab and worked desperately with him to save her, coming to respect what Data had achieved. Their efforts failed, and Lal died.
