The Starfleet admiral who refused Kirk's request to return to the Genesis Planet, prompting Kirk to steal the Enterprise.
Morrow is a senior admiral at Starfleet Command who meets the Enterprise when it returns to Earth after the battle with Khan. He informs Kirk that the ship is to be decommissioned and that the crew will not be returning to the Genesis Planet, which is now quarantined.
When Kirk asks permission to go back for Spock's body at Sarek's urging, Morrow refuses. Kirk and his officers steal the Enterprise anyway, beginning the events that will cost them the ship. He was played by Robert Hooks.
