The Sanction was a freighter from Ornara, one of two worlds in a single star system. In Symbiosis it was crippled by a star's magnetic field and fell towards a planet, and the Enterprise-D managed to save only four people before it was destroyed, though its crew insisted on beaming over their cargo first.
The cargo was felicium, a substance the Ornarans believed treated a plague but which was really a narcotic sold to them by the Brekkians. Their aging freighters were breaking down, and Picard declined to supply spare parts, letting the dependence end.
