Malcor III is an industrialized planet whose people are close to testing their first warp drive. As is its practice with such worlds, the Federation sent disguised observers to study Malcorian culture before making contact.
In First Contact, Riker is injured during one of these surveillance missions, exposing the operation. Picard approaches Chancellor Durken and Minister Mirasta Yale to formally introduce the Federation. Fear and political resistance lead Durken to request that contact be delayed, and Mirasta leaves the planet with the Enterprise.
