A brilliant but ethically reckless neurogeneticist who performed experimental spinal surgery on the paralyzed Worf.
Dr. Toby Russell is a neurogeneticist working on a genetronic replicator, a device intended to grow replacement organs. Dr. Crusher invites her to consult after Worf is paralyzed by a falling cargo container.
In Ethics, Russell proposes replacing Worf's spinal column using her untested technique. Crusher discovers that Russell has already used experimental treatments on patients when proven methods were available, including one who died. Worf chooses the surgery anyway and appears to die on the table, but his redundant Klingon physiology revives him. Crusher nonetheless condemns the risks Russell took with her patients.
