The Ullian telepathic historian who led his people's delegation aboard the Enterprise, and the father of Jev.
Tarmin is a cheerful Ullian historian and the leader of a delegation of telepaths who help others retrieve long-lost memories. He offers to demonstrate the memory technique to members of the Enterprise crew.
In Violations, suspicion first falls on Tarmin when the crew connects their comas to the Ullians' presence. The real culprit proves to be his son Jev, who had been using his abilities to assault people, and Tarmin is shaken by the revelation.
