Jev is a member of an Ullian delegation of telepathic historians who retrieve forgotten memories. His father Tarmin leads the group, and Jev appears to be a shy student still learning to master his abilities.
In Violations, crew members including Troi, Riker and Dr. Crusher fall into comas after experiencing disturbing memories. Investigation reveals that Jev has been entering their minds without consent and twisting their recollections. When he attacks Troi again, he is caught, and his attacks are linked to similar cases on other worlds the Ullians had visited.
