The leader of the Coalition, one of the two warring factions on Tasha Yar's lawless homeworld, Turkana IV.
Hayne heads the Coalition, one of the two gangs that remain after the government of Turkana IV collapsed into factional warfare. When the escape pod from the freighter Arcos lands on the planet, the Enterprise away team finds itself in a standoff with his people.
In Legacy, Hayne explains that the rival Alliance holds the Arcos survivors and offers the Coalition's help in finding them, sending Tasha Yar's sister Ishara as a liaison. The offer is a cover, since the Coalition actually hopes to use the rescue to strike at the Alliance's power generators. Ishara's betrayal of the Enterprise crew serves Hayne's goals rather than Starfleet's.
