The director of the Cetacean Institute in Sausalito, who arranges to release the humpbacks George and Gracie without telling Gillian Taylor.
Bob Briggs runs the Cetacean Institute in Sausalito, California, in Star Trek IV: The Voyage Home. Two humpback whales, George and Gracie, are kept at the institute, but funding problems mean they must be released into the open ocean.
Briggs sends the whales away early, without telling marine biologist Gillian Taylor, to avoid an emotional scene. The decision forces Kirk to act quickly to find and beam them up before they are hunted. He was played by Scott DeVenney.
