A Starfleet admiral who secretly cooperated with Cardassian officials in a scheme to have the Enterprise eliminate the Bajoran rebel Orta.
Admiral Kennelly is a senior Starfleet officer who briefs Picard after a Federation colony is attacked by people claiming to be Bajoran. He orders Picard to find the rebel leader Orta and assigns the disgraced Ensign Ro Laren to the Enterprise, while privately instructing Ro to offer Orta a deal.
In Ensign Ro, Picard learns that Orta was not behind the attack and that Kennelly has been working with the Cardassians, who staged it in order to provoke the Federation into wiping out the rebels. Picard's discovery exposes the admiral's misjudgment and averts the attack.
