A senior Starfleet admiral who took part in a secret conspiracy with Klingons and Romulans to sabotage peace talks at Khitomer.
Cartwright is an admiral at Starfleet Command in San Francisco, seen coordinating the response to the alien probe that threatens Earth in Star Trek IV: The Voyage Home. In Star Trek VI: The Undiscovered Country, he attends the briefing at which Kirk is chosen to escort Chancellor Gorkon.
It is later revealed that Cartwright is part of a conspiracy with General Chang, Valeris and others who fear the end of Klingon hostility. When the plot to assassinate the Federation president at Khitomer fails, he is arrested. He was played by Brock Peters.
